Green Colonialism: The Struggle over Climate Justice in the Era of Energy Transition The world may be moving beyond fossil fuels, but it has not necessarily moved beyond the structures of domination that shaped the fossil fuel era. The global transition toward renewable energy is often presented as a solution to the climate crisis and a pathway toward a more sustainable future. Yet a critical question remains: Does the green transition represent a genuine break from historical patterns of extraction and inequality, or does it risk reproducing them in a new form? In recent years, concepts such as “Green Colonialism,” “Green Extractivism,” and “Ecological Unequal Exchange” have emerged to examine how renewable energy projects, critical mineral extraction, and climate policies may create new forms of dependency and transfer environmental and social costs to countries of the Global South. In this specialized interview, the Human Rights Institute of the University of Isfahan (HRIUI) speaks with Dr. Hamza Hamouchene, researcher, writer, and environmental justice activist, about the changing dynamics of power, resources, and climate justice in the era of energy transition. Drawing on his research in political ecology, resource extraction, and the political economy of North Africa, Hamouchene explores how the transition away from fossil fuels intersects with colonial legacies, unequal development models, and contemporary forms of domination. The conversation examines green colonialism and the reproduction of extractive relations through renewable energy projects; North Africa’s role as Europe’s energy frontier; critical minerals and the politics of decarbonization; the relationship between green energy and occupation; migration and border control as dimensions of ecological inequality; and the possibilities of climate justice, energy democracy, and alternative development models. At the center of this discussion is a fundamental question: Is the green transition merely a change in the source of energy, or does it require a transformation in who controls resources, who benefits from development, and who bears its costs? --- Human Rights Institute of the University of Isfahan (HRIUI)
