Twelve and a half miles of Interstate 11 exist. By law the road was designated to reach the Canadian border.
South of Boulder City, Nevada, two lanes run each way across a desert almost nobody associates with that shield. The pavement opened in August 2018. Before it existed, thirty-four thousand vehicles a day ground through the town itself. The road is finished, signed and open, and you could drive it this afternoon. Then the lanes simply end. There is no Interstate 11 on the map most people grew up with, and there never has been one.
The designation is older than the pavement by more than twenty years. On the twenty-eighth of November 1995 the President signed Public Law 104-59, the National Highway System Designation Act, and the corridor went into the statute book with Nogales at one end and the Canadian border at the other. Seventeen years later Congress came back to the question in Public Law 112-141. Thirty-one years of argument have followed, and the quarrel has mostly been between two documents rather than about a road.
In January 2025 the rest of it stopped. Russ McSpadden of the Center for Biological Diversity helped halt the project in a federal court in Tucson, and the striking part is what the two agencies on the other side did: they did not lose. They agreed, and asked the judge for the pause alongside him, which almost never happens. No date has been set for a decision, and nobody has said who has to make it. Sixty days of public comment will close, and the statute will still read Nogales to Canada.
So how does a country pave a dozen miles of an interstate that does not appear in the system at all, open it to traffic, and then stop dead? Why did both federal agencies ask for their own project to be paused? And what do the signs reading “Future Interstate 11” actually commit anybody to?
Every date and figure in this film traces to a record you can check.
This video was produced exclusively for [CHANNEL NAME]. We examined the statutory corridor for Interstate 11, the twelve and a half miles that were built, and the January 2025 agreement that stopped the rest.
