SIFF-Siang Unit Submits Representation to DC Over Alleged Police Excesses at Ugeng
Boleng, Siang District | October 8, 2026: The Siang Unit of the Siang Indigenous Farmers Federation (SIFF) has submitted a representation to the Deputy Commissioner, Siang District, Boleng, seeking an immediate and impartial Magisterial Inquiry into the October 4 incident at Ugeng area under Riga Circle.
The representation, dated October 7, was submitted on behalf of the affected villagers and families from Riga, Pangkang, Beging and Riew villages.
According to the representation, SIFF has alleged that villagers were subjected to excessive use of force, physical assault and detention by police and Central Armed Police Forces (CAPF) personnel while they were proceeding towards their traditional Wetland Rice Cultivation (WRC) areas and agricultural fields.
SIFF has claimed that 67 persons sustained injuries, including 31 persons classified as having major injuries and 36 with minor injuries. The organisation has also claimed that 15 private vehicles from Riga, Pangkang, Beging and Riew were vandalised or damaged during the incident.
The representation further alleges that elderly women, including women reportedly around 70 years of age, were among those subjected to physical force and detention.
SIFF Seeks Inquiry, Medical Assistance and Compensation
Through the representation, SIFF has requested the Deputy Commissioner to order an immediate and impartial Magisterial Inquiry into the October 4 incident.
The organisation has also sought comprehensive medical examinations and treatment for all injured persons, reimbursement of medical expenses, and interim financial compensation of ₹5 lakh for persons suffering major injuries and ₹1 lakh for those with minor injuries.
SIFF has further demanded a joint assessment of damaged private vehicles and compensation for verified damage to vehicles, personal belongings and other private property.
Concern Over Counter-FIRs
The organisation has also raised concerns over FIRs allegedly registered against villagers who, according to SIFF, were victims of the incident.
SIFF has demanded that FIRs found to have been falsely registered against innocent villagers be withdrawn or dealt with in accordance with law. It has also sought action against any personnel found responsible for assault, unlawful detention or destruction of private property.
The organisation has requested protection for affected villagers against any alleged intimidation, coercion or retaliation for seeking legal and administrative remedies.
The representation states that, if appropriate relief is not provided, the affected persons may approach competent judicial and statutory authorities under the Constitution of India and applicable law.
The allegations contained in the representation have not been independently verified by True News Media. The response of the Siang District administration and police authorities regarding the allegations and the demands raised by SIFF is awaited.
