Three neighbouring countries stood before the same global platform in New York, yet each presented a sharply different account of the insecurity that has troubled Africa’s Great Lakes Region for more than three decades. This Rwanda Updates Media special report examines the speeches delivered on behalf of Rwanda, Burundi and the Democratic Republic of Congo at the United Nations General Assembly—and the political tensions that emerged beyond the UN podium. Burundian President Évariste Ndayishimiye attracted particular attention after delivering a nearly 30-minute speech without reading from a prepared text. Speaking both as Burundi’s Head of State and the African Union Chairperson, he addressed UN reform, Africa’s representation, peace, youth participation, water security, climate change and global economic inequality. His UN address avoided direct attacks against neighbouring countries and presented him as a leader advocating for Africa’s interests. However, the tone changed during his subsequent interview with France 24. President Ndayishimiye questioned Rwanda’s justification concerning the FDLR, describing it as an alleged pretext concealing what he believes to be another agenda in eastern DRC. He also made serious allegations against President Paul Kagame and the Rwandan government regarding regional instability, Rwanda–Burundi relations and individuals accused of participating in Burundi’s failed 2015 coup attempt. Rwanda rejects these allegations and maintains that the FDLR remains a genuine security threat rooted in the aftermath of the 1994 Genocide against the Tutsi. Representing Rwanda at the UN, Prime Minister Justin Nsengiyumva argued that lasting peace in eastern DRC requires confronting the FDLR, addressing political exclusion and resolving long-standing governance and security grievances. Rwanda also reaffirmed its support for the Washington peace framework between Rwanda and the DRC and the Doha negotiations between the Congolese government and AFC/M23. Representing President Félix Tshisekedi, DRC Prime Minister Judith Suminwa Tuluka accused Rwanda of conducting what Kinshasa describes as a war of aggression through AFC/M23. She demanded the implementation of UN Security Council Resolution 2773, the withdrawal of forces Kinshasa identifies as Rwandan, the disengagement of AFC/M23 and the restoration of Congolese state authority. The Congolese government also stated that it had begun implementing measures aimed at disarming and repatriating members of the FDLR. Kigali, however, continues to question whether the measures taken are sufficient to eliminate the security threat and end alleged cooperation between the FDLR and forces aligned wit The central question remains: will the powerful words delivered in New York finally be transformed into actions capable of bringing lasting peace to Rwanda, Burundi and the Democratic Republic of Congo?
