66歳、洪水で川がゴミ箱になったマニラ｜Manila: When Floods Turned a River into a Garbage Dump

8月11日、フィリピンのニュースで目にしたのは、洪水のあと、川一面を覆った大量のゴミでした。 On August 11, I saw local news in the Philippines showing a river covered with a huge amount of garbage after the flooding. 僕の家から、それほど遠くない場所です。 The place was not very far from my home. 「本当にこんな状態なのか？」 “Is it really this bad?” 翌8月12日、水曜日の教会巡りを急遽変更して、自分の目で確かめるため、上流から海へ流れ出る直前まで川を追いかけてみました。 The next day, August 12, I changed my Wednesday church plans and went to see it with my own eyes. I followed the river from upstream all the way to where it flows into the sea. そこで僕が見たものは、ニュースの映像だけから想像していた景色とは、少し違いました。 What I saw was a little different from what I had imagined after watching the news. 川や海を利用して生活する人たち。 貝の養殖に使うネットを作る人たち。 支流から流れてくるゴミを、本流へ入る前に止める設備。 道路や排水溝を掃除する清掃員。 そして、雨の中でゴミを回収する人たち。 People making their living from the river and the sea. People making nets used for shellfish farming. Systems that catch garbage before it reaches the main river. Workers cleaning the streets and drainage systems. And people collecting garbage in the rain. そして報道された大量のゴミも、そのまま海へ流されたわけではありませんでした。 And the huge amount of garbage shown in the news was not simply allowed to flow out to sea. 報道によれば、国や自治体などが動き、100台以上のトラックを投入して、大量のゴミを1日で回収したとされています。 According to local reports, government and local authorities responded, using more than 100 trucks to remove the huge amount of garbage in just one day. 翌日、僕が同じ場所へ行った時には、川一面を覆っていた大量のゴミは、すでにありませんでした。 When I visited the same place the next day, the huge amount of garbage covering the river was already gone. 国も、市も、地域の人たちも、清掃員も、何もしていないわけではない。 The government, the city, local communities, and cleaning workers are not simply doing nothing. むしろ僕が現場で見たのは、限られた設備や予算の中で、雨の中でも黙々と働いている人たちの姿でした。 What I actually saw were people working hard in the rain, doing what they could with limited equipment and resources. もちろん洪水によって、街にあった軽いゴミが水に浮き、排水路から川へ流れ込むこともあるでしょう。 Of course, during a flood, light garbage from streets and neighborhoods can float away and enter drains and rivers. でも、そのゴミは、もともと誰かが使ったものです。 But every piece of that garbage was originally used by someone. 拾う人が悪いんじゃない。 川のそばで暮らす人が悪いんじゃない。 一番なくさなければならないのは、ゴミを捨てる行為そのものなのかもしれません。 The people picking up the garbage are not the problem. The people living beside the river are not the problem. Maybe what we really need to stop is the act of throwing garbage away irresponsibly. 今回、僕は誰かを批判するためではなく、自分の目で確かめるために現場へ行きました。 I didn't go there to blame anyone.
