👑 THE OFFICER WHO KNEW THE LAW, UNTIL A MAN CROSSED THE STREET TWICE 🚨 Lowell, Arkansas officer Lachlan Hicks was trained on when he could detain someone. A man crossing the street twice was enough to test that. Watch how far he took it. 📍 March 10, 2025 · Lowell, Arkansas 🚓 A Walking Man, A Patrol Car Officer Lachlan Hicks of the Lowell Police Department approached a man walking near North Bloomington Street and Robinson Avenue on March 10, 2025. Hicks later described the encounter as consensual. 🧍 Crossing the Street Twice The man changed direction and crossed traffic lanes, then pulled away when Hicks told him to stop. Hicks grabbed him and took him to the ground, and backup officers arrived. ⚖️ What Arkansas Actually Requires A Terry stop needs reasonable suspicion of a crime, and Arkansas resisting arrest requires knowingly using or threatening force against an officer making an arrest. The man was never arrested or charged, and was uncuffed and released at the scene. 📋 Last Paycheck, No Letter After the videos went public, Lowell opened an internal review. Hicks's last paycheck was dated April 3, 2025, and no resignation letter is on file. ⚖️ WHAT THE BADGE DOESN'T CARE ABOUT • Terry v. Ohio (1968) — A stop needs reasonable, articulable suspicion of a crime — not just unusual behavior • Graham v. Connor (1989) — Force is judged by what a reasonable officer saw, not the officer's later description • Ark. Code Ann. § 5-54-103 — Resisting arrest requires knowingly resisting with force or threat of force — not just confusion • Terry v. Ohio — Questions during a stop should relate to the reason for the stop, not wander • Ark. Code Ann. § 16-123-105 — A Civil Rights Claim, Not Filed 🧾 THE INVOICE • Charges, detained man — none filed, released at the scene. • Charges, Officer Hicks — none found in public record. • Lowell PD job — ended by April 2025, no resignation letter filed. • Investigation request — a former councilman asks state police to review it. • New job — deputy, Camden County, Georgia. • Outcome — no discipline of the chief or lawsuit confirmed, as of October 2026. Everyone shown is presumed innocent unless and until proven guilty in court. 👑 RATE THE ENTITLEMENT: Rate the entitlement on this one from one to ten in the comments.
