Today's case is State of Texas v. Jack Albert Evans Jr., where a routine bicycle violation escalated into a felony arrest—and ultimately fell apart in court.
On January 12, 2025, two San Antonio police officers spotted Evans riding a bicycle on a sidewalk without a headlight or taillight, a city ordinance violation. Instead of simply issuing a warning or ticket, the officers quickly stopped him, pulled him from the bicycle, and placed him in handcuffs.
While Evans was restrained, the officers questioned him without clearly establishing that he had been advised of his Miranda rights. His statements became the basis for a drug-possession charge that kept him in the Bexar County jail for months.
His public defender challenged the evidence with a motion to suppress. After reviewing the testimony and video, Judge Stephanie Boyd granted the motion. The confession was suppressed, the felony case was dismissed, and the prosecution's key evidence was gone.
What began as a bicycle-light violation ultimately became a courtroom battle over when a detention crosses the line into custody—and what police must do before questioning someone in handcuffs.
