The CPUC requires continuous enrollment with an approved Drug and Alcohol Testing Consortium and active participation in a random testing program. Your testing program must be renewed every 12 months. Approximately one week before your certificate expires, you will receive an email notification from TEST ON TIME with information about renewing your program. Required Testing Under the applicable requirements, drivers may be subject to several types of testing, including: • Pre-employment testing • Random testing • Post-accident testing • Return-to-duty testing • Follow-up testing • Reasonable-suspicion testing Random selections are generated by an automated computer system once each quarter. Because the selection process is random, we cannot predict when your company or a particular driver will be selected. There is also no guarantee that a driver will be selected during every quarter. On average, a company may receive a random selection involving one or more drivers approximately once a year. However, some drivers may be selected more frequently, while others may be selected less frequently. Government regulations require new drivers to complete the applicable pre-employment drug testing requirements before they begin performing safety-sensitive driving duties under your TCP license. Whenever you plan to hire a new driver, please notify TEST ON TIME before the driver begins driving. We can arrange the required testing at a convenient collection location and make sure the driver is properly enrolled in the CPUC Drug and Alcohol Testing Program. Your company may also be required to complete supervisor training. This requirement applies to companies with more than one driver, including situations where drivers are owner-operators. At least one qualified owner-operator or supervisor may need to complete the required training to help ensure compliance with applicable CPUC rules and regulations.
