Kenyan President William Ruto used his address to the 81st United Nations General Assembly to call for sweeping reform of the UN Security Council and the global financial system. Ruto said the contradiction at the heart of the international system is becoming impossible to ignore: every country has one vote in the General Assembly, yet five states hold permanent power in the Security Council. “The equality proclaimed in this assembly ends at the doors of the Security Council.” He stressed that Africa has 54 UN member states but no permanent seat in the body responsible for international peace and security. His message was stark: “Permanently discussed, yet permanently excluded.” Ruto argued that institutions designed for the world of 1945 no longer reflect today’s global balance and called for equitable and permanent African representation with the full privileges of permanent membership. He also linked political inequality to economic inequality. Ruto warned that many developing countries are spending more on debt interest than on education and healthcare, while African countries often face far higher borrowing costs than richer economies. “Capital must price risk. It must not price prejudice.” He said Africa is not asking for charity or special treatment, but for a fairer system that allows the continent to industrialize, add value to its own resources and play a greater role in shaping global decisions. “Africa does not come to plead.
