DOST OFFICIALS v. COMMISSION ON AUDIT | G.R. NO. 253218 | FINALITY OF COA RULINGS
Can the government reopen a final Commission on Audit ruling years later? In Department of Science and Technology Officials and Personnel v. Commission on Audit, G.R. No. 253218, February 4, 2025, the Supreme Court dismissed a petition challenging the disallowance of ₱1,031,928.50 in step increment differentials paid to DOST personnel.
The Court ruled that the COA decision had become final after the agency filed its motion for reconsideration beyond the prescribed deadline. Subsequent pleadings could not revive the lost opportunity for judicial review. The DOST Secretary also lacked standing because he was not personally held liable and failed to establish authority to represent the employees directly affected.
LEGAL DOCTRINE: Final judgments are generally immutable, and a government official cannot automatically litigate personal claims belonging to employees without proper legal authority.
TLG TAKEAWAY: Litigation deadlines bind the government, too. Once a COA ruling becomes final, a new official cannot simply reopen the dispute. The ruling concerned procedural finality and standing, not a blanket declaration that all employees receiving both benefits must return the money.
