One day she forced her way in, alone, and never came out. Outside, the wind runs across a treeless island where more than two thousand of her relatives are still alive — no fences, no ranchers, no predators. In 2014, the Fish and Wildlife Service counted 2,024 cattle on land that a government specialist said could feed about five hundred. It sits inside a national wildlife refuge whose own plan calls for the cattle to be removed. And Congress has forbidden a single dollar from being spent to touch them.
