Fisherman Spots Man Dumping Bins of ‘Black Sludge’ into Bay

Fisherman Lazzaro Castro detailed seeing a man on the Licata Bridge, matching Robert Kessler’s description, grabbing bins and garbage bags from the trunk of his car and dumping them into the bay.
