Iwakura Shrine was relocated from Yamazumi Shrine in the 10th century; Yamazumi Shrine itself dates back at least to the 9th century or earlier. It is said that when the capital of Heian-kyo was being constructed, Emperor Kanmu—in addition to establishing a protective boundary based on the concept of the "Four Divine Beasts" (*shishin so-o*)—placed Buddhist scriptures within four iwakura (sacred rock sites) located to the north, south, east, and west of the city, as a means of providing spiritual protection through the power of Buddhism. Iwakura Shrine and Yamazumi Shrine correspond to the northern iwakura site, and they preserve the tradition of iwakura worship—a form of ritual practice that dates back to the Jomon period.
