This fourth Rwanda Updates Media report examines the growing national consequences of the September 25, 2026 aircraft crash in Kenge, Kwango Province, Democratic Republic of the Congo. The tragedy has led to the postponement of a ceremony scheduled for September 30 in Lubumbashi, where President Félix Tshisekedi was expected to receive the insignia of Grand Chancellor of the DRC’s universities and higher education institutions. A new date will be announced through official channels. New images have also emerged showing passengers boarding the Let L-410 aircraft, registration 9S-GUC, at Kikwit Airport. Among those recorded before departure were a mother and her baby. Their images are discussed respectfully as part of the documented timeline preceding the crash. This report examines unresolved questions concerning the flight’s coordination and final route. According to information attributed to Tryphon Kin-Kiey Mulumba, Chairman of the Board of the DRC Airports Authority, the TRACEP-operated aircraft was based at Ndolo Airport and was conducting a Ndolo–Kikwit–Ilebo return rotation. Available information alleges that the flight departed Kikwit before being properly coordinated and that the N’Djili control tower was informed later by Ndolo Airport. Kwango provincial authorities said the aircraft encountered a technical difficulty while travelling toward Kinshasa and attempted an emergency landing in Kenge, where no operational runway was available. The exact mechanical failure and full sequence of events remain under investigation. Congolese political figure Claudel Lubaya has criticised Transport Minister Jean-Pierre Bemba and the Civil Aviation Authority over what he described as delayed and inadequate official communication. He also questioned why technical aviation information was released through a personal social-media account while contradictory casualty figures continued circulating. These are Lubaya’s political criticisms and should not be presented as conclusions of the official investigation. The report also explains the continuing discrepancy over the number of people aboard. Provincial authorities reported 17 fatalities, aviation information mentioned 16 occupants—including four crew members—while the FARDC communiqué confirmed the two senior generals, twelve delegation members and members of the crew without publishing one consolidated total. Justice Minister Guillaume Ngefa paid tribute to Lieutenant General Joseph Mutombo Katalayi Tiende and Lieutenant General Lucien-René Likulia Bakumi, describing their deaths as a major loss to Congolese justice and the country’s institutional memory. Their simultaneous deaths have left a significant leadership gap within the DRC’s military justice system. The central questions now concern the aircraft’s technical condition, flight authorisation and coordination, passenger manifest, communications between airports, the attempted emergency landing and the exact cause of the crash.
