To Save Pakistan, Look Under its Rivers

Pakistan’s survival depends on how it treats its rivers. Smart river management can help the country better withstand floods, cope with droughts, and even power a green economy. Crucially, it can also cut greenhouse gas emissions more effectively – and far more cheaply – than building massive flood-control structures.
