I evolved a small neural network to keep a dodger alive against a bull. The dodger runs at 3 metres a second, and the bull runs at 8 but turns wide. Then I gave the bull a network of its own and let the two evolve against each other for 200 generations.
The champion from the first 250 generations survives 91% of its 30-second attempts against the bull with no brain, mostly by staying inside the circle the bull is turning on. All four arms races end with a bull that catches it faster, and in two of them the bull learned to slow down near it. The dodger that comes out of 200 generations of arms race lasts about 7 seconds against the bull with no brain, where its ancestor lasted 27.5. A rule I wrote by hand, which steps sideways once the bull is within 6 metres, outlasts every evolved dodger against the arms-race bulls, none of which had met it. Bulls bred against that rule catch it in 7 to 12 seconds on average, and every evolved dodger here outlasts them. Each dodger in the video, the hand-written rule included, has some bull that catches it in ten seconds or less on average.
It all runs in one small simulation with a ring 48 metres across, a bull that steers by how hard it turns and how fast it runs, a dodger that can change direction instantly, and 30-second attempts, averaged over 64 starting positions no dodger was trained on. None of it describes real bulls, and the results are about these runs, not about evolution in general.
I made the page shown at 11:56, and it's free. You can steer the dodger yourself against the bull with no brain, two of the arms-race bulls and two of the bulls bred against the sidestep:

Notes
The chase is a version of Rufus Isaacs' homicidal chauffeur problem, first posed in a 1951 RAND report: https://en.wikipedia.org/wiki/Homicid... . The bull with no brain is not Isaacs' best possible pursuer. It aims at where the dodger is now. The bulls that can slow down are outside his game.
