Big Tim Channing (Victor McLaglen) is a small-time racketeer scraping by on the fringes of the slot-machine trade, forever losing ground to rival gangsters Di Bruno and Finetti. His fortunes turn the night he catches twelve-year-old orphaned newsboy Dan Mason (John Baer) playing his machines with slugs—and learns that every newsboy in the city is doing the same. Seeing an opportunity, Tim recruits the boy and his fleet of streetwise urchins to sabotage his competitors' operations. A father-son bond forms between the ageing crook and the clever child.
A decade later, Tim rules the city's underworld with Dan—now a law student—as his silent partner, using legal loopholes to keep the gang untouchable. Dan romances Fern Fellows (Kathleen Crowley), daughter of a retired judge, less out of love than to access her father's rare law books. When Fern learns the truth and makes him promise to go straight, Dan persuades Tim to abandon the rackets for legitimate business. But Di Bruno and Finetti drag Tim back into a protection racket, and the district attorney's man Phil Jergins begins investigating Dan's security firm. Torn between loyalty and redemption, Dan faces a choice that will cost one of them everything
